Reducing Crime In and Around the University of Cincinnati

Fifteen years of incident records, tested against the shootings of August 2026. The incidents are real and geographically concentrated. The current response addresses part of that pattern, and the record points to gaps in both geography and timing.

Part 1 violent means homicide, rape, robbery, aggravated assault and strangulation, as classified by Cincinnati Police. Distances are measured to the nearer of two campus centers, the Uptown campus and the medical campus, because UC is not one circle.


The frame

Campus is not the campus

None of the recent shootings occurred on university property. All occurred within the surrounding neighborhoods included in this analysis, areas containing student housing, nightlife, commercial corridors and the routes between them. For a parent evaluating the student experience the relevant geography therefore extends past UC's legal property line, which is a normative judgment rather than an empirical one and is offered as such. The unit of analysis here is three concentric distance bands measured from two campus centers. They are an analytical construct, not UC's property line, and every zone label in this brief means a distance band and nothing more.

The zones behave differently enough that a single "crime near UC" number is misleading. The Core carries very little violence and a great deal of theft. The Ring is where the violence concentrates relative to how few people are in it. The Outskirts carry the largest absolute burden, and are the only zone currently improving.

That divergence is the single most important thing in this brief. It rules out the explanations that assume a general wave, and it points the response at a small number of blocks.

Finding one

The cluster is the largest in seven years, and the city around it did not move

Press coverage of a cluster is not evidence of a cluster. The test has to hold everything else constant, so it uses the same twenty-day window, August 17 to September 5, in every year for which Cincinnati has published a consistent offense vocabulary. That is seven windows, 2020 through 2026, drawn from the city's two STARS files. Nothing is spliced across vocabularies and nothing is compared to the older PDI file.

Two things are counted in each window: Part 1 violent offenses within 0.70 miles of campus, and Part 1 violent offenses across the entire city. The second is the control. If Cincinnati as a whole were having a violent late summer, the ring would rise with it and there would be nothing here specific to UC.

2026 is the highest of the seven. It exceeds every prior window, sits 76% above the six-window average of 8.5, and takes the ring's share of citywide violence to 13.2% against a prior range of 5.7% to 10.1%.

The city did not move. Citywide counts across the same seven windows run 115, 99, 111, 129, 123, 106, 114. The 2026 figure is within a point of the six-year average. The local increase was not accompanied by any citywide increase, which makes a general Cincinnati wave an unlikely explanation for the local count. It does not rule out broader spatial fluctuation between police districts, which this design cannot detect.

What this does not establish

These are small numbers and they deserve to be reported with their uncertainty rather than without it. Fifteen incidents against a prior mean of 8.5 is a rate ratio of 1.76, with a 95% confidence interval of 0.99 to 3.14. That interval touches 1.0, which means the increase is not statistically distinguishable from ordinary year-to-year variation at the conventional threshold. 2023 recorded 13 in the same window and drew no barricades.

So the honest statement is narrower than the headlines and narrower than an advocacy document would make it: this is the largest cluster in seven years, it is concentrated around UC rather than spread across the city, and it is not large enough for statistics alone to prove it is more than chance. The case for acting rests on the concentration in place and time, which is measured on far more than fifteen incidents, rather than on the size of this year's count.

A longer view is available in the older PDI file, which uses a different offense vocabulary and therefore cannot be joined to the table above. Within that file alone, the same window across 2011 to 2023 shows the ring's violent counts declining steadily, consistent with finding four. It cannot be used to place 2026 on that scale, and it is not used for that here.


Finding two

The hour still holds. The weekend does not.

The city's response, announced September 4, 2026 and taking effect that evening, closes Calhoun and McMillan between Vine Street and Clifton Avenue from 8pm Friday until 4am Monday, with exemptions for permit-holding residents and employees of nearby businesses.32 Whatever its operational rationale, which may involve crowd size, bar closing times, traffic, staffing economics or event schedules rather than crime distribution, the design concentrates resources on the weekend and overnight. The incident record can test whether violence itself shows the same concentration. On one axis it does and on the other it does not.

Time of day has not moved at all. In the historical record, 42.1% of violence in the Core and Ring fell between 10pm and 4am. In the current record it is 42.2%. That is about as stable as a crime statistic gets, and it is a strong mandate for an overnight response.

Day of week is a weaker story than it first appears, and it is worth being precise about how weak. Historically, Friday through Sunday carried 46.5% of the violence in these zones, above the 42.9% those three days would get by chance. In the current record they carry 40.0%. That looks like a reversal, and I originally wrote it up as one. It does not survive a significance test.

A chi-square test comparing the full seven-day distributions across the two eras returns χ² = 8.47 on 6 degrees of freedom, p = 0.21, with Cramer's V of 0.067. There is no statistically detectable change in how violence distributes across the week. What can be said is narrower: the historical weekend share of 46.5% has a 95% confidence interval of 44.0% to 49.1%, which excludes chance, while the current 40.0% has an interval of 35.3% to 44.7%, which contains it. Weekends used to be measurably elevated. In the current data they are not measurably anything.

What this means for the closure

The overnight window is well supported. The weekend-only window is not. Those are two different claims and only the first is strong.

Restricting a response to Friday through Sunday assumes weekends carry disproportionate violence. In the current data they do not: their share is statistically indistinguishable from what three days out of seven would produce by chance. That is not the same as proving the weekend pattern has gone, because the change between eras is not significant either. It means the evidence for gating on weekends is absent, not that evidence against it is strong.

The practical consequence is the same either way. A closure that runs Friday through Monday leaves Monday through Wednesday nights uncovered, and there is no measured basis in the current record for treating those nights as safer. Extending the posture across more nights costs coverage hours; restricting it to weekends rests on a pattern the data will not confirm.


Finding three

The late-night hotspot extends beyond the barricades

Rank every block face in the Core and Ring by violent incidents occurring between 10pm and 4am since June 2024. The top of that list is not Calhoun and it is not McMillan. It is Short Vine, in Corryville, which the weekend closure does not reach. One caveat belongs with the table: these are raw counts, not standardized for block length, licensed-premises count or late-night pedestrian volume, none of which this data contains. A block with more people on it should be expected to generate more incidents.

The three Short Vine blocks carry 26 late-night violent incidents between them. The three closed blocks carry 14. That is a reason to extend the overnight footprint north, not a reason to abandon the closed blocks, and finding 3b gives a positive reason to keep them. Barricading one end of a nightlife corridor while leaving the hotter end open also creates an obvious displacement risk.

The individual incidents from this year's window make the same point. Of the fifteen, one was on West McMillan, three were on Short Vine or Van Street, six were in Avondale, and the fatal shooting on September 1 was on East Shields Street in Corryville at five o'clock in the afternoon5, which no overnight street closure would have touched.

Finding three b

Shootings and robberies are not on the same blocks

Everything above counts Part 1 violent crime as one category: homicide, rape, robbery, aggravated assault and strangulation. That is the standard classification, but it merges offenses with different causes and different remedies. A robbery of a student outside a bar at midnight and an aggravated assault between people who know each other in an apartment are both Part 1 violent, and no single deployment addresses both.

It matters here because the response being examined was triggered by shootings specifically. So the right question is not whether these blocks have high violent-crime counts, which finding three establishes. It is whether they are hotspots for the kind of violence the city is currently trying to stop. Cincinnati publishes a separate victim-level shootings file, which answers it directly.63

The two measures point at different blocks, and that is a correction to finding three rather than a footnote to it. On the same three-block comparison, Short Vine carries nearly twice the late-night robbery and assault of the closed blocks, 26 against 14. The closed blocks carry twice the shooting victims, 6 against 3 through September 9. No single Short Vine block appears among the top shooting blocks, which are Burnet Avenue, Maple Avenue, East University Avenue, Blair Avenue, Calhoun Street and Flora Street.

Calhoun is inside the closure, with 4 shooting victims on the 200 block alone. On the specific question of shootings, the city's chosen geography is better aimed than I credited it in finding three, and I have left that finding standing rather than quietly softening it, because it is correct about the offense category it measures and wrong to generalize from.

Then, on Friday, September 11, 2026, a man was shot in the stomach in front of 2607 Short Vine, at 12:34 in the afternoon.6465 He survived. The city's crime file records it as an aggravated assault on the 2600 block; it is not yet in the shootings file, which runs through September 9. With it the Short Vine count rises from 3 to 4. That is one incident, and a count this small moves by a third on a single event, which is exactly why it should not be read as a trend. It does narrow the gap, and it means Short Vine cannot be described as a corridor without gunfire.

Within 0.70 miles of UC the refreshed file records 92 shooting victims from 2023 through September 9, 2026. Eleven are inside the innermost 0.30-mile band, most at its outer edge on Calhoun Street, plus the two on East Shields Street on September 1. Around Xavier the same radius holds 39. Overnight concentration holds, with 40.2% of shootings in the UC ring between 10pm and 4am, though several of this fall's incidents, September 11 among them, happened in daylight.

What changed after testing the shooting data

Testing this cost me a recommendation. Point one was written on the Part 1 violent ranking and reads as a response to the shootings; it is primarily not one, and finding three should be read as being about robbery and street assault rather than gunfire.

Two corrections were made on September 16, 2026. First, the city refreshed the shootings file, which now runs through September 9, 202663 and includes most of this fall's cluster: West McMillan on August 23, William Howard Taft Road on August 24, East Shields Street on September 1, Maple Avenue on September 7. An earlier version of this brief used a download ending May 18 and said the cluster was absent, which is no longer true. The refresh also revised some older records, so counts for past years differ slightly from the earlier version, and I did not keep the May download to reconcile them row by row. Second, the earlier version undercounted Short Vine as 2 shooting victims, because the city's file spells the street two different ways and I counted them as separate blocks. Normalized, it is 3, and 4 with September 11.

The claim that survives both corrections is narrower than before: on these blocks, the concentration of robbery and the concentration of gunfire are not the same, and a plan should say which it is targeting. Short Vine leads on the first and has a real, smaller history on the second.

That distinction runs through the recommendations. Point one, moving patrol toward Short Vine, is aimed at late-night robbery and street assault on the Short Vine corridor, and the evidence for it is strong. It is primarily a robbery and assault measure and should not be sold as a shooting-reduction plan, even though the corridor has a shooting history of its own. The measure aimed at gunfire is point eight, focused deterrence and violence interruption on the Avondale and Burnet corridor, where the shootings actually concentrate.


Finding four

The decade context argues against panic

The blocks around UC are considerably safer than they were fifteen years ago. Counting the offenses that Cincinnati classified consistently across the whole period, violence in the Core and Ring fell by roughly half between 2011 and 2023.

This matters for two reasons. It means the current cluster is a departure from a long improvement rather than the continuation of a decline, which is what makes it worth an acute response. And it means the structures already in place are not failing wholesale, which argues against tearing them up.

Finding five

Xavier is the control. Washington is the robustness check.

The official framing during the cluster was that this is simply what an urban campus involves. UCPD's Lieutenant Brinker told reporters that "campus is extremely safe" and that "off-campus is safe as well, but we are on an urban campus, and things do happen from time to time," adding later that the department was "always battling that perception of safety." That claim is testable, because other universities are also on urban campuses.1

Parents comparing colleges compare city reputations, and city reputations are built from citywide numbers. Washington DC has a worse reputation than Cincinnati and a higher homicide count. It is also home to a number of well-known universities, four of which are used here. So the useful question is not which city has more crime, but how concentrated that crime is at short distances from a campus. This measures the geography, not any individual's exposure.

The same model used throughout this brief was run around four Washington campuses, using DC Metropolitan Police incident records pulled from the District's open data service.56 Identical distance bands, identical date window of June 3, 2024 to September 4, 2026, and offense definitions matched as closely as the two vocabularies allow: homicide, sexual assault, robbery and aggravated assault in both cities. Because the campuses cover different amounts of ground, every figure is a density, incidents per square mile, computed against the true area of each band.

Xavier does the real work here. It sits 2.5 miles from UC and it holds constant almost everything an objection could otherwise be built on: same city, same police department, same prosecutor, same state law, same reporting system, same open-data file, same offense taxonomy, same years, same economy. The only thing that differs is the neighborhood. If Cincinnati-wide conditions were the principal explanation for UC's numbers, Xavier should look substantially more similar than it does.

The Washington campuses are a secondary check, and they answer a different objection: that any urban university looks like this. Three cohorts in total, chosen so that none can be dismissed as a flattering selection.

The Washington northwest cohort is Georgetown, George Washington and American. In the records, incidents inside their inner 0.70 miles fall in Wards 2 and 3, the wealthiest and lowest-violence parts of the District. On their own they would stack the deck.

Howard is the second cohort and the hard case. Its incidents fall overwhelmingly in Ward 1. It is an urban campus in a high-homicide city with genuine violence around it. Adding it roughly halves the headline ratio, from 4.9 to 2.7.

Xavier is the third, and it is the most useful of all, because it removes every remaining objection at once. It sits 2.5 miles from UC. Same city, same police department, same recording practices, same open-data file, same era. Nothing differs except the neighborhood.

The shapes are different, and the shape is the whole argument.

Around the DC campuses the line rises gently and never jumps. Density runs 50 per square mile in the campus core and climbs gradually to 81 at a mile and a half. Moving from the innermost band outward changes almost nothing: 50.1 inside 0.30 miles, 55.0 in the next band. The District's severe violence is real, but it sits east of the Anacostia, several miles and a river from any of these four schools. A student does not walk into it by leaving the library.

Around Xavier the campus core is empty and the curve comes back down. Zero violent offenses inside 0.30 miles across the whole 27-month window, against 35 incidents of any kind. It rises to a peak of 116 in the half-to-three-quarter-mile band, out in Evanston, then falls away to 51. Xavier has a rough band near it. It does not have a rough band against it.

Around UC the line steps up at the edge of the innermost band and never returns. In the quarter-mile bands charted above, concentration runs 71.5 per square mile from 0 to 0.25 miles, then jumps to 179.4 in the 0.25 to 0.50 band, and stays between 115 and 155 all the way out. On the Core and Ring definitions used elsewhere in this brief, the same step reads 83.3 to 149.6. That band is Short Vine, Calhoun, McMillan and the near residential blocks. It is the walk home.

Xavier is the finding. UC runs 1.73 times Xavier's violent-crime concentration inside 0.70 miles, with a 95% confidence interval of 1.41 to 2.13. The interval clears 1.0 comfortably, so this is not a small-numbers artifact. The campus cores are further apart than that: 47 violent offenses inside UC's innermost band, zero inside Xavier's. Any explanation offered for UC's numbers has to survive the question of why it stops two and a half miles east, inside the same city and the same police department.

Howard is the robustness check, and it is the hardest case Washington offers: urban campus, high-homicide city, real violence in the surrounding blocks. UC runs 2.39 times higher, CI 1.89 to 3.02. Whatever is happening around UC is not simply what happens around an urban university.

One figure cuts the other way and is worth stating. The share of incidents that are violent is similar at the campus cores, 6.2% at UC against 8.3% across the four DC campuses. Both are theft-dominated places, which is what a campus normally looks like. UC does not have a different kind of crime problem in its core. It has the same kind, followed by a sharp increase in concentration outside the innermost analytical band.

Pick whichever comparison you find fairest. Against the Washington average, UC's ring runs 2.7 times higher. Against Howard, 2.4. Against Xavier, in its own city, 1.7. Against the northwest campuses, 5.2. Every one of them points the same direction, and the disagreement between them is only about how far.

Does any of this depend on where I drew the lines?

A fair objection to any zone analysis is that the boundaries were chosen after seeing the data. The 0.30 and 0.70 mile cuts are walking-distance judgments, but nothing about them is inevitable, and if the findings only hold at those exact radii they are an artifact. So I re-ran everything at five specifications. The result is split, and the half that fails is worth more than the half that passes.

One result survives this test and one does not

The Xavier comparison is robust. Across every specification UC's inner-zone concentration runs between 1.62 and 2.68 times Xavier's, and every confidence interval clears 1.0. That comparison does not depend on where the lines are drawn, which is what makes it the load-bearing result in this brief.

The Core-to-Ring step does not survive. It holds at an inner radius of 0.30 miles or tighter and then collapses: 1.03× at 0.35 miles and 0.78× at 0.40, where it reverses outright. The mechanism is not mysterious. Widening the inner band pulls Short Vine, Calhoun and McMillan inside it, so the "core" starts containing the very blocks that make the ring hot. I had been describing a threshold. What the data actually contains is a band.

That correction improves the finding rather than removing it, because the underlying spatial fact does not depend on any binary cut. In quarter-mile steps the concentration runs 71.5, 179.4, 114.6, 130.2, 139.8, 154.6 per square mile from campus outward. There is a quiet innermost quarter mile, a sharp peak between 0.25 and 0.50 miles, and a sustained elevated plateau beyond it. That curve is what the chart above shows, it needs no chosen threshold, and it is the honest form of the claim.

So the statement is not "cross a line and violence doubles." It is: violence concentrates in a band that begins roughly a quarter mile from campus and does not fall away again. Wherever the university's actual property line sits relative to that band is a question this analysis cannot answer without parcel data, and it should be answered before anyone acts on a specific boundary.

What this comparison can and cannot support

This measures place, not people. Every figure here is incidents per square mile, which is a measure of how concentrated crime is on the ground, not of how likely any individual student is to be a victim. Individual risk would need exposure in the denominator: residential population, nighttime population, student counts, commercial density. A dense block of bars and apartments will generate more incidents per square mile than a quiet campus perimeter regardless of how safe either is to walk through. Read every ratio in this section as place-based concentration, and note that a population-normalized version is the single most valuable analysis nobody here has run.

Violent offenses are the sound basis for a cross-city comparison because robbery, aggravated assault and homicide are reported and classified consistently between departments. The all-crime figures are not directly comparable, because Cincinnati's Part 2 bucket and DC's THEFT/OTHER category are built differently, so they are excluded here. Three further caveats. UC enrolls roughly twice the students of any single DC campus, so a denominator of people rather than area would narrow the gap. By how much is unknown until someone runs it. Each DC campus is measured from a single center while UC's bands are the union of two, so the compared shapes differ. Area normalization handles the size difference but not the difference in form. And the combined DC figure averages across campuses whose environments differ by a factor of seven, so the per-campus table above should be read alongside it rather than the summary alone.


The capacity question

Does the "police were hamstrung" explanation fit Cincinnati?

It is a fair question to put to the data, and the data gives a mixed answer that does not match either side's talking points. The budget version of the claim does not hold. The staffing version does, for reasons that have little to do with city policy.

Against: Cincinnati did not defund

  • The police budget rose 42% over ten years, against a 51% rise in the general fund. Police spending tracked the city's overall growth.
  • The city manager's budget proposed a 15.2% increase for police, to $217.1M, roughly 35% of the entire general fund, inside an otherwise lean budget with cuts and deferrals elsewhere.9
  • It adds $1.6M for CPD's drones-as-first-responders program, and a lateral-hire class of 30 experienced officers was funded at $2M.79
  • The mayor proposed a city income tax increase explicitly to fund public safety.10
  • Violent crime arrest clearance citywide rose, from 32.3% in 2024 to 39.5% in 2025 and 37.9% so far in 2026.

For: the department cannot fill its own budget

  • As of August 2025, CPD had 944 sworn officers against 1,091 funded positions, a shortfall of 147. The money exists; the officers do not.7
  • The chief has projected the force falling to 894 by 2029 without intervention, describing the department as being "in dire conditions right now."8
  • The applicant pool collapsed and has not recovered: over 2,000 applicants in July 2020 against 822 on the most recent entrance exam.8
  • Recruit classes run 55, and the previous class graduated only 40 to 45 of them, which barely offsets retirements.
  • Pursuit policy is restricted to violent felony offenses, a real constraint on interdiction, though one adopted by many departments after pursuit-death litigation.15

The Collaborative Agreement, which is usually the first thing cited, dates to 2002 and grew out of a federal Department of Justice process after the 2001 riots. It changed pursuit protocol, use-of-force reporting, body cameras and mental health response.1112 It is a court-supervised settlement rather than a recent partisan choice, and both judges and officers involved in its review have described it as having improved the department's ability to work in the neighborhoods it polices.

The sharpest live dispute is about accountability after arrest, not about arrest itself. The head of the Cincinnati police union has argued that juvenile crime is out of control and that juvenile court judges should be detaining violent repeat offenders.13 That is a criticism of county courts, not of the city budget, and it points at a real gap this brief can measure. The friction is not abstract: in March 2026 a county prosecutor resigned from the FOP and established an officer credibility list after the union criticized his office.14 Ohio voters had already amended the constitution in 2022, through Issue 1, to require courts to weigh public safety when setting bail, so the statutory tools for holding violent repeat offenders exist.22

Robbery is the weak point, and it is the offense that matters most here. It clears at 27.8% citywide, and it is the largest single violent category in the Ring, accounting for 132 of the 360 violent incidents there. In the Ring as a whole, only about a quarter of violent incidents end in an adult arrest. A student robbed near Short Vine has roughly a one in four chance of anyone being charged. That is the number the plan below tries to move.


Limits of the record

What the public data can and cannot be asked

Three explanations get offered whenever a city's violence rises: drugs, homelessness and immigration. All three describe real Cincinnati policies. The question here is only whether the incident record can connect any of them to what is happening around UC, and for all three the answer is that it cannot. That is worth stating precisely, because "the data does not show it" and "the data cannot see it" are very different statements, and only the second one is true here.

The structural reason two of these are untestable here

Cincinnati's public crime files are victim-based offense reports, not enforcement records. Across all 413,624 historical incidents there are exactly two drug offenses and twelve disorderly conduct records. Possession, paraphernalia, public intoxication, loitering and panhandling do not appear at all. Neither does any field for housing status or immigration status. These are not gaps in the analysis; they are the boundary of what the dataset records.

Where that leaves the argument: if someone wants to test the drug claim properly, the data to request is arrest and citation counts by offense and beat, which the city holds but does not publish in these files. The homelessness claim would need shelter-system and outreach records held by Strategies to End Homelessness. The immigration claim cannot be tested against city records at all, because the city does not collect the variable, so it would have to be argued from county jail or federal data instead.

The city should publish the data that would settle this

Two of these three questions are unanswerable from Cincinnati's public files, and that is a problem the city can fix rather than a fact anyone has to accept. A plan built on data nobody will release is a guess, and brushing past the question is not the same as answering it.

Arrest data is the missing piece, and it was promised in 2016. On October 26, 2016, the city's Office of Performance and Data Analytics announced an expansion of published policing data and stated: "Data related to arrests and traffic stops are being prepared for publication on the portal very soon."37

Traffic stops arrived. As of September 5, 2026 the portal carries four of them, updated daily. Arrests never did. A review of the complete Cincinnati open data catalog on September 5, 2026 returns 102 datasets, roughly twenty of them police data, and not one arrest file.38 That is nearly ten years between the commitment and nothing.

To be precise about what that does and does not mean: the records exist and they are obtainable. Cincinnati Police will release arrest data in response to a public records request under Ohio Revised Code 149.43. What does not exist is proactive publication. The distinction matters, because it is the difference between data a journalist, a community council or a parent can pull up alongside the incident file, and data that has to be requested one person at a time, waited for, and re-requested every time it needs updating. Every other policing dataset in the catalog crossed that line years ago. Arrests did not.

Arrest records are the only dataset that would show whether drug enforcement in these blocks has risen, fallen or stopped, and until they are published on the same footing as the rest, the drug question cannot be argued from evidence by anyone, in either direction, including the people asserting it.

What proactive publication would require is modest, and the city already publishes a harder version of it. A joinable arrest extract needs only: date and time; charge, by statute and plain description; block-level address in the masked form already used for incidents; disposition at arrest; an adult or juvenile flag; and the incident number, so arrests can be linked to the published crime file. It needs no names, no individual addresses, no dates of birth and no demographic identifiers. Traffic stops and pedestrian stops are published today at finer personal granularity than that.

The privacy explanation does not survive contact with the catalog. Cincinnati already publishes traffic stops, pedestrian stops, contact cards, use of force broken out by incident, officer and subject, officer-involved shootings, police firearm discharges and closed Citizen Complaint Authority complaints.38 Every one of those is more sensitive than an arrest record and several are far more politically contested. If those can be anonymized and released, arrests can be. Whatever is holding the arrest file back, it is not a standard the city applies to the rest of its policing data.

Two published datasets would partly close the gap, and this brief did not use them. The Calls for Service file records what residents actually phone in, including disorder complaints that never become offense reports, and the drug overdose feed is a daily, geocoded proxy for where drug activity is concentrated. Neither is analyzed here, which is a limitation of this brief rather than of the data. I do not know whether anyone else has run them against these blocks. Both should be run against these zones, and points four and nine would be the natural place to publish the result.

None of this is a demand for surveillance. It is a request for the aggregate numbers a city already holds, in the same form it already publishes six other public safety datasets. Point nine exists to make that routine rather than exceptional. Until it is, the records can be obtained by anyone willing to file for them, and the specific fields to ask for are listed above.

What the record does show is a signature that none of the three explains. The fifteen incidents in this year's window are robberies and aggravated assaults, on a handful of blocks, overwhelmingly after dark, and eight of them have no charged suspect. The pattern is consistent with concentrated predatory offending, but the public incident data cannot establish that a small number of offenders is responsible, that any of them are repeat offenders, that the victims are UC students, or that the incidents are connected to one another. None of those fields exist in what the city publishes. The lever the evidence actually supports is clearance, and clearance is what points four, five and six below are about.


Disorder and violence

What families see, and what is shooting people, are two different problems

Parents dropping students off in August describe visible street disorder on Calhoun: panhandling, people who appear to be living outside. It is a complaint I have heard from other parents and it appears in local reporting, and it is a real problem. I have no data on how common it is. It is also not the problem that produced fifteen violent incidents in twenty days, and conflating the two is the fastest way to spend the entire response on the visible half.

Why panhandling is not simply banned

This is constitutional law, not a Cincinnati policy choice. Asking for money is protected speech, and after Reed v. Town of Gilbert in 2015 subjected content-based speech restrictions to strict scrutiny, anti-panhandling ordinances were struck down across the country. Ohio cities have been repealing theirs rather than lose in court. Cincinnati has already been through it: council passed a panhandling permit scheme in 2003, and in 2007 the First District Court of Appeals upheld the time-and-place limits while striking the permit requirement as a prior restraint on speech.242526

What remains fully enforceable is aggressive solicitation: obstructing a footway, following someone, physical contact, soliciting at a cash machine or transit stop or after dark, threatening language. An officer watching someone hold a sign has no charge available. The same officer watching someone follow a student to a car does. Some of the public frustration here appears to rest on an assumption that none of it is illegal, when the aggressive conduct always has been.

On camping, the law moved in 2024

In City of Grants Pass v. Johnson, decided June 28, 2024, the Supreme Court held 6 to 3 that enforcing public camping ordinances against homeless people is not cruel and unusual punishment, reversing Martin v. Boise.23 The Eighth Amendment obstacle cities had been operating under is gone. Hamilton County separately holds a permanent countywide encampment ban. On camping, the binding constraint is now shelter capacity and staffing, not legal authority.

Broken windows: the two halves have opposite evidence

The theory is usually invoked as a single thing. It is not. Wilson and Kelling's 1982 argument was about physical disorder and place management; the arrest-driven program it became in 1990s New York is a different intervention, and the research has come out very differently on each.

New York's murder count really did collapse, from roughly 2,245 in 1990 to under 300, and no honest account dismisses that. But violent crime fell about 37% nationally across the same period in cities that ran nothing like broken windows, and NYPD headcount grew by roughly a third under Giuliani and Bratton. Adding officers has good evidence behind it. Misdemeanour enforcement specifically does not. Stop-and-frisk was held unconstitutional in 2013 and curtailed, and New York's crime kept falling afterwards. Kelling himself objected to what his idea had been turned into.29

So the instinct behind broken windows points at the right family of interventions, and this brief already leans on it heavily. The environmental half is in appendix A, points eleven, twelve and sixteen. The place-based policing half is points one, two and four. It is only the arrest-driven version, the part with the weakest evidence, that this plan declines to recommend.

The funding-chain argument, taken seriously

The most common version of the disorder objection is a causal chain rather than an aesthetic complaint: panhandlers spend the money on drugs, the drug money reaches dealers, and the dealers are the armed people doing the shooting. Each link deserves a separate answer, because two of them are broadly right and the chain still does not close.

Link one is substantially correct and should not be soft-pedalled. A 2013 San Francisco survey found 94% of panhandlers reported spending on food but 44% also reported spending on drugs or alcohol, with 32% describing themselves as addicted to drugs and 25% to alcohol.34 Toronto research put median panhandling income at about C$300 a month. Substance use in this population is high and a real share of the money does go to it. Anyone claiming otherwise is not reading the research.

Link three is also correct as a general mechanism. Illegal retail drug markets do generate gun violence, for the structural reason that disputes inside them cannot be settled in court. That is one of the better-established findings in criminology.

Link two is where it breaks, and it breaks on the absence of evidence rather than on a counter-calculation. No public dataset used here measures the number of people panhandling on these blocks, their income, what they buy, or the revenue of any nearby illicit market. I originally attempted an estimate by combining a survey from another city with an assumed local population, and removed it, because that is four layers of extrapolation dressed up as arithmetic. The proposed funding chain simply cannot be quantified from available evidence, in either direction, by me or by anyone asserting it.

The incident record can test whether the local pattern resembles several markers commonly observed in market violence. Victims of market and gang violence often decline to cooperate with police, and Cincinnati records that disposition explicitly. These markers are suggestive rather than a validated classifier, and none of them identifies illicit-market involvement directly.

The blocks around campus show less victim non-cooperation than the city as a whole, more robbery, and a lower homicide share. That pattern is more consistent with opportunistic robbery and street predation than with violence internal to an illicit market, although the incident records identify neither student status nor the relationship between offender and victim. None of the fifteen incidents in this year's window was closed as victim-refusing-to-cooperate.

Where the funding-chain argument does fit better is the Outskirts, and specifically Avondale. Higher non-cooperation, higher homicide share, and the Reading Road blocks recurring as hotspots across fifteen years are all consistent with an entrenched market. Six of this year's fifteen incidents were there. The Avondale pattern is more compatible with that hypothesis than the campus-adjacent blocks are, though the incident record cannot establish illicit-market involvement in either. If the mechanism is operating anywhere nearby, Avondale is the likelier place, roughly half a mile from where the visible disorder is. That is why point eight puts focused deterrence and violence interruption into Avondale rather than treating it as an extension of the Calhoun problem.

The distinction that matters operationally

Housing status and addiction are not observable by sight, which matters practically rather than morally: outreach, treatment and shelter placement work on one population and do nothing at all for the other. Both problems are worth solving. Neither is solved by the tool that fits the other. Perceived safety is a legitimate objective in its own right, because it drives whether students walk or drive, whether they live off campus, and whether families are comfortable with any of it. It should be funded and measured separately, not folded into the violence response where it will quietly absorb the budget.


The plan

Nine measures to act on, and ten to evaluate

Nine recommendations follow directly enough from the analysis above to act on now. Ten more are real but weaker, either evidence-backed elsewhere without being demonstrated here, or structural enough to need a feasibility study first, and those are held in Appendix A rather than padding the list. Each names the body that would have to act, a rough cost band, and the finding it answers. Nothing here requires a new law, and several use municipal powers Cincinnati already holds and is not currently using on these blocks.

Extend the overnight footprint north to Short Vine

Add the 2600 through 2800 blocks of Short Vine to the closure and foot-post coverage. Extend, do not relocate. The closed blocks carry twice the shooting victims of the Short Vine blocks, 6 against 3 through September 9, so the existing box has a defensible reason to stay. What it does not reach are the blocks generating the most late-night robbery and assault, and the September 11 shooting at 2607 Short Vine shows that corridor is not free of gunfire either. Barricading one end of a nightlife corridor while leaving the hotter end open also invites displacement toward it.

Gate the surge on the hour, not on the day

Hold the 10pm to 4am posture, which the data supports without qualification. On the day of week, the honest position is that nobody knows: the weekday distribution failed a significance test, which establishes an absence of evidence for a weekend concentration rather than evidence that all seven nights carry equal risk. Those are different things and this recommendation does not confuse them.

So measure it. Run a 60 to 90 day pilot extending overnight coverage to Monday through Wednesday, with nights rotated or randomized, and report the incident rate per covered night against the weekend nights. That answers the question the current data cannot, and it costs one quarter of deployment time rather than a permanent commitment.

Answers finding two. Overnight share stable at 42.2% across fifteen years, in a window that is a quarter of the day. Weekday distribution: χ² = 8.47, df = 6, p = 0.21, no significant difference between eras and no basis for a weekend gate.

Enforce the solicitation rules that survive court review, and staff move-in week

Run a coordinated outreach and enforcement presence on the Calhoun and Short Vine frontage through move-in and the first three weeks of term, and state publicly which conduct is being enforced and which is constitutionally protected. Aggressive solicitation, obstruction, following and soliciting after dark are all chargeable now. Passive asking is not, and pretending otherwise invites an injunction. Since Grants Pass, outreach can carry a real enforcement backstop, which is what moves people to accept services rather than decline them.

Pull the corridor's private cameras into the Real Time Crime Center

CPD already runs a Real Time Crime Center and has already launched a voluntary community camera registry.46 Neither is saturated on these blocks. Canvass every business and landlord on Short Vine, McMillan and Calhoun, register their cameras, and write registration and footage-sharing into the leases as those come under university control. This is a clearance intervention, not a deterrence one: eight of fifteen incidents have no charged suspect, and better camera coverage with faster footage access improves one important input to identification.

Addresses a plausible input to clearance. Robbery clears at 27.8% citywide and is 34.1% of violence in the Core and Ring. Whether camera coverage would move that number is not demonstrated by anything in this brief; the incident data does not record why a case went uncleared.

Robbery is the characteristic violent crime of the student blocks and the worst-cleared serious offense in the city. Dedicate detectives to it in this geography, with a standing case conference with the county prosecutor, and report the clearance rate monthly on the dashboard from point three.

The shuttle currently stops at 2am. The two hours it does not cover, 2am to 4am, contain 49 violent incidents in the Core and Ring, and the hour it barely covers, midnight, is the single worst hour of the day with 44. Extending the service is the cheapest intervention available that removes people from the street during the exact window the data identifies.

Pair focused deterrence with violence interruption on the Avondale corridor

Six of this year's fifteen incidents were in Avondale, and Reading Road blocks recur as hotspots across both record periods, fifteen years apart. That is a durable pattern patrol has not shifted in fifteen years, and it is the profile the Ceasefire model was built for. Run both halves together, because they are designed to work as a pair. Focused deterrence identifies the small number of people driving the shootings and delivers a direct, credible message from prosecutors, police and community figures at once: the shooting stops, or the whole group draws enforcement attention. Violence interruption puts credible messengers on the street to mediate the disputes before they escalate. Contract it properly, with a named provider, a defined catchment and published outcome measures, rather than as a grant line.

Add a hospital-based arm at UC Medical Center, which is a Level 1 trauma center sitting inside the zone. Bedside engagement with gunshot victims reaches exactly the population at highest risk of both reinjury and retaliation, and no other institution here is positioned to do it. Flag the evidence honestly: hospital-based programs show promising results on reinjury and retaliation, but the randomized trials are underpowered and the overall evidence is mixed.53 It is worth running as a measured pilot, not as a settled intervention.

Answers the persistence problem. 3400 and 3500 Reading Rd appear in the top hotspots in both the 2010–2024 and 2024–2026 records. Avondale also shows the market-violence markers the campus blocks do not: higher victim non-cooperation and a higher homicide share.

The university buys more than $1M of city policing a year4 and the two forces say they meet daily, but no deployment figures, no coverage map and no outcome measures are public. Further interventions, for evaluation rather than immediate action

These ten are held out of the main plan deliberately. Each is either an intervention with good evidence elsewhere that this brief did not demonstrate locally, or a structural proposal reaching beyond what incident data can establish. They are worth evaluating. They are not worth committing to on the strength of the analysis above, and a decision-maker handed nineteen requests at once will act on none of them.

Contest the late-night liquor permits on the corridor

Cincinnati can object to the issuance, transfer, change of ownership and annual renewal of any liquor permit, on a City Manager recommendation approved by Council, argued by the Law Department's Community Prosecution Section before the Ohio Division of Liquor Control.4344 That power is sitting unused on the blocks in question. Use renewal season to negotiate conditions rather than closures: earlier last call, security staffing minimums, ID scanning, camera registration, and a calls-for-service threshold that triggers review. Alcohol outlet density and late-hour service are well-established environmental predictors of violence in the research literature, though I have not independently verified that body of work the way I verified the incident data here.

Answers findings two and three. 42.2% of violence falls between 10pm and 4am, and the block faces that carry it are licensed-premises frontage on Short Vine and McMillan.

Use nuisance abatement and receivership on the chronic properties

This is the honest answer to the drug-house problem, and it does not require anyone to buy anything. Ohio Revised Code Chapter 3767 lets the city file a civil action in Hamilton County Common Pleas to abate a nuisance property or have a receiver appointed to take control and fix it.45 CPD already has a Chronic Nuisance Premises procedure on the books. Applied to the specific addresses that generate repeat calls, it forces an absentee owner to remediate or lose control of the asset, at the owner's expense rather than the taxpayer's, and without displacing a single tenant who is not part of the problem.

Answers the persistence problem. The same Reading Road and Avondale block faces appear in the hotspot rankings in both the 2010 to 2024 and 2024 to 2026 records, fifteen years apart. Patrol has not moved them.

Buy the Short Vine frontage, then light it

Temporary lighting has gone up at University Square.3 Make it permanent and extend it by the ranked hotspot list rather than by which corner is on television: Short Vine 2600 to 2800 first, then McMillan 100 to 200, then Highland at 3100. Then go further and acquire the Short Vine commercial frontage outright, through the Uptown Consortium, funded as a place-based allocation from the endowment's existing real estate sleeve.

Ownership is the point. The lease is a regulatory instrument that police cannot obtain by any other route: mandatory closing hours, security staffing minimums, camera placement and footage sharing, exterior lighting standards, and the ability to decline renewal for a tenant generating calls for service. It is aimed at exactly the three blocks the data identifies.

Answers finding three. The current lighting response covers University Square. The three hottest late-night blocks are all on Short Vine, and none is inside the closure.

Repair the houses. Do not buy them.

On the residential blocks the acquisition logic inverts, and the evidence points somewhere cheaper. Tie rental licensing on Maple, Rockdale, Harvey, Marshall and Ohio to basic security standards, exterior lighting, working locks and door hardware, and a named contact who answers at 2am. Then fund repair grants for existing owner-occupants, and clear and green the vacant lots. Add a mortgage incentive for UC faculty and staff who buy in the Ring, which is what Penn used to put stable long-term residents on its blocks. Employees, not students: the distinction is the whole point, and the next panel explains why.

Explicitly no residential acquisition in Avondale. Cincinnati Children's bought more than 100 properties there for its expansion, demolished homes and displaced families over the objection of the Avondale Community Council.33 UC entering as a residential buyer now would be read as the same play by the next institution, and it would cost the community consent that points three, seventeen and nineteen all depend on.

Best-evidenced item in this plan. A randomized trial of 541 Philadelphia vacant lots found a 29% reduction in gun violence from cleaning and greening. Repairing a single occupied home cut crime on its block by 21.9%. Five hundred houses at $15k each is $7.5M, roughly 0.3% of the endowment.

Put UC faculty and staff into Ring homeownership

Mortgage assistance, closing-cost grants and a forgivable second position for UC and UC Health employees who buy and occupy in Avondale, CUF, Corryville and Mount Auburn. This is the mechanism that makes the occupancy argument work, and it is the piece Penn actually ran. UC and UC Health together employ a large workforce. Converting even a few hundred of them into resident owners produces exactly what student tenancy cannot: people who stay a decade, know their neighbors, attend the community council, and have children in the neighborhood school.

Answers the collective-efficacy gap. Occupancy suppresses crime through social ties, not through bodies. Employees supply the ties; a nine-month lease does not.

Manage the Hughes dismissal window with a staffed safe-passage route

Hughes STEM High School sits at the top of the University Square district on Clifton Avenue, and the friction is documented: UC's own student newspaper has reported theft, fighting and business disruption during lunch and after dismissal, with businesses posting signs barring minors at those hours.47 The large fight that produced five arrests and prompted the barricades happened shortly after 4pm on Monday, August 31, 2026, near the Stop-N-Go on West McMillan Street. Four juveniles and one adult were arrested, all charged with disorderly conduct.48 The Hughes connection is indirect but pointed: Cincinnati's interim police chief had met with Cincinnati Public Schools leaders about problems stemming from Hughes earlier that same day, hours before the fight.48 Note also the timing, a Monday at 4pm, squarely inside the dismissal window. That was a juvenile disorder event, not a shooting, and it is worth separating from the violence this brief is mostly about.

The transferable model is Chicago's Safe Passage, which stations trained adult monitors along defined routes at arrival and dismissal. Evaluations found reported crime fell roughly 5 to 17% on Safe Passage streets relative to streets two blocks away.50 Applied here: define the routes between Hughes and the transit stops, staff them at dismissal, stagger release times, and open a supervised place for students to be between 2:30 and 5pm that is not a retail frontage. Pair it with a standing conduct liaison between CPS, UCPD and the business district, so incidents route to the school rather than to a barricade.

Answers a real but secondary pattern. On weekdays in the Core and Ring, the 2pm to 5pm window carries 17.6% of violent incidents while school is in session against 9.2% in summer. Juvenile arrest clearances run 2.83% of incidents here against 1.55% in the Outskirts. The signal is genuine; the volume is 35 incidents across two school years, against 33 at midnight alone.

Put the neighborhood ahead of the next research building in the capital queue

UC recently completed a $134M indoor practice facility and athletics center, is planning a new STEM facility on the Crosley tower site, and through the Uptown Consortium has facilitated $1.4bn of development aimed at the Innovation Corridor.31 Over the same period the residential blocks half a mile away produced six of this year's fifteen violent incidents. Repairing five hundred houses costs roughly $7.5M. The comparison is not rhetorical: it is a statement about which line of the capital plan gets funded first.

The honest qualifier is that capital is only partly fungible. A restricted gift for a named research center cannot become housing, and state capital appropriations come with their own strings. But the Consortium's own development capital, UC's unrestricted reserves, and the endowment's real estate sleeve all are fungible, and those are what the appendix property recommendations draw on. Make neighborhood condition an explicit scored criterion in the capital planning process, so it competes for the discretionary dollar instead of being left to whatever is left over.

Answers the allocation question directly. $1.4bn of Uptown development has not moved the blocks this brief identifies, because it was never aimed at them.

Close the cut-throughs on the residential blocks

There is an Ohio precedent for this and it is a good one. Five Oaks in Dayton was a ten-block neighborhood with drug houses, gunfire and heavy through-traffic. The city subdivided it into ten mini-neighborhoods using gates and brick columns, closing 11 streets from surrounding areas, 24 streets inside the grid and 26 alleys. Overall crime fell 26%, violent crime fell by half, traffic dropped 67% and home values rose.40 The mechanism is defensible space: offenders avoid layouts where they can be trapped, and residents regain sightlines and ownership of their own block.

Two design rules make the difference between Five Oaks and a failure. It must be done for the residents inside the area and with their consent, subdividing the neighborhood into blocks they control, rather than as a cordon drawn around them for the benefit of people outside. And the closures must be surveyed to the alleys and cut-throughs that actually appear in incident and escape patterns, not drawn on a map. Los Angeles saw gains from the same tactic fade once barriers came down4142, and Five Oaks itself drew sustained criticism over whether the gates hardened racial lines. Neither is an argument against the tool. Both are arguments about who is at the table when it is designed.

Answers the geography of finding three. Violence concentrates on identifiable block faces with through-alley access. The city has already accepted street closure as a tactic; this applies it where the residents live rather than where the bars are.

Treat the officer pipeline as the binding constraint it is

Every tactic above assumes officers exist to run it. Cincinnati has funded 1,091 positions and filled 944, and the trajectory points down, not up. This is a recruitment and retention problem in a national labor market, not a budget problem, and the fixes are unglamorous: lateral hiring, residency and tuition incentives aimed at UC's own graduates, and shift structures people will stay for. Report headcount against funded strength quarterly, publicly, so the gap cannot be argued about.

Answers the capacity question. 147 vacancies against funded strength. Projected 894 officers by 2029. Applicant pool has not recovered since 2020.

Fund the two youth programs that have actually been randomized

Most youth violence spending is unevaluated. Two things in this field have strong randomized evidence and both are directly transferable to Hughes and the Avondale schools.

Cognitive behavioral group work on the Becoming a Man model. Two randomized controlled trials across 18 Chicago public schools and 2,740 students found participation cut violent-crime arrests by 45 to 50% during the program, cut total arrests by 28 to 35%, and raised graduation rates by 12 to 19 points. The cost-benefit analysis returned at least $3 per $1 spent.51 It is group counselling delivered in school hours, not a diversion program, and it is cheap.

Summer employment. Chicago's One Summer Plus gave disadvantaged high-school students eight weeks of part-time work plus an adult job mentor. A randomized evaluation published in Science found a 43% reduction in violent-crime arrests over sixteen months, with the effect persisting after the jobs ended.52 UC, UC Health, Cincinnati Children's and the Zoo between them could absorb several hundred summer placements without hiring a single new supervisor.

Answers the upstream half of the Hughes problem. Point sixteen manages the dismissal window. This changes who walks out of it in three years' time.

How the endowment part actually works, and where it goes wrong

UC total endowment approximately $2.5bn, including a $2.0bn internally managed pool32

Possibly an allocation rather than an expenditure. Endowment principal cannot simply be spent on property: much of it is donor-restricted, UPMIFA constrains the rest, and the spending policy is a draw of roughly 4 to 5%. The endowment does already hold real estate funds inside a diversified portfolio, so a place-based mandate could potentially be structured as an investment rather than a draw, sitting on the balance sheet as an asset. Whether it can be is not a question this brief can answer. Any such allocation would have to be limited to assets whose donor restrictions, investment policies and fiduciary requirements permit a place-based real-estate mandate, and endowment restrictions can govern investment as well as distribution. Donor instruments, UPMIFA, fiduciary duty, asset-allocation mandates and related-party rules all bear on it. UC counsel, the trustees and the investment office would have to determine which pools qualify. The $25M to $50M figure below is an illustrative scale, not a prescription.

The vehicle already exists. The Uptown Consortium was founded in 2004 by UC, Cincinnati Children's, UC Health and the Cincinnati Zoo, and its footprint is Avondale, CUF, Corryville and parts of Mount Auburn, almost exactly the Ring. It has facilitated $1.4bn in development.31 The honest question is therefore not whether UC should buy property here. It has, at enormous scale, for twenty-two years, and Short Vine is still the worst set of blocks in the zone. That money went to the Innovation Corridor and the Burnet Avenue axis. It was economic development, not crime-place management. What is needed is a mandate change, not a new institution.

Two costs nobody raises. UC is tax-exempt, so every parcel it acquires leaves the tax rolls, and Cincinnati Public Schools depends on that base. A small commercial footprint with a payment-in-lieu-of-taxes agreement attached is defensible; residential-scale acquisition is not. Separately, concentrating endowment assets in the neighborhood the university already depends on is a correlated bet: if Uptown declines, enrolment and the endowment fall together.

Why not convert them to student rentals

The most common counter-proposal, and the one the local evidence answers most directly

The reasoning is intuitive: an occupied house beats a drug house, students need somewhere to live, and UC controls the lease. The first clause is correct and is the best-evidenced claim in this brief. The problem is the mechanism. Occupancy suppresses crime through collective efficacy, meaning neighbors who know one another and will intervene. Students turn over every nine to twelve months, leave for the summer, rarely learn their neighbors' names, and do not join community councils. Student occupancy supplies the bodies without the social ties that make occupancy protective. It is the form of the intervention without its active ingredient.

The experiment has already been run, one mile away. CUF, Corryville and Fairview carry the highest 18-to-25 victim shares in the table below, which is the closest thing these records offer to a measure of student density. They are also the location of the hotspot corridor this entire brief is about. Filling a neighborhood with UC students is not a hypothesis here; it is the status quo on the blocks with the worst numbers.

In Fairview, 56% of violent crime victims are 18 to 25 years old. In Avondale it is 24%. Part of that gap is simply who lives there, and the table cannot separate exposure from attraction. But it argues strongly against assuming that adding student residents to a high-violence area will itself suppress violence. What the record does show is narrower and factual: young adults already bear a disproportionate share of victimization in the most student-heavy neighborhoods. Moving students onto Rockdale and Harvey would put them on the blocks that produced six of this year's fifteen incidents.

And it is the displacement fight, relabelled. The research literature calls this studentification, and its documented effects are rising rents, exclusionary displacement of existing residents, and a shrinking supply of family housing3536, because four students paying by the bedroom outbid one family paying by the house. In a majority-Black neighborhood that has just finished fighting Cincinnati Children's over demolished homes, a program that converts family houses into UC student rentals is the most inflammatory available version of institutional expansion. It would cost the community consent that points three, eight and nine all require.

The version that works keeps the idea and changes the tenant. Penn's West Philadelphia Initiatives put mortgage assistance behind faculty and staff, not students.30 Employees buy rather than rent, stay for a decade rather than two semesters, and are likelier to join a community council or send children to the neighborhood school. Long-term owner-occupancy is more compatible with the collective-efficacy mechanism than short-term student turnover, which is an argument from the general research rather than anything demonstrated in Cincinnati by this brief. Students should be housed where student housing already is, in CUF and Corryville, where the Short Vine lease control in appendix A would operate.


Appendix B

Interventions considered and set aside

One proposal comes up often enough in this debate that leaving it unaddressed would look like avoidance. It does not belong in the plan, and the reasoning sits here rather than in the main document because it does not follow from the UC-area analysis.

Would the National Guard help?

It is a reasonable question given the deployments to Washington and Memphis, and the crime declines in both cities are real and large. Washington's homicides fell 41 to 44% in the first half of 2026 against the first half of 2025, from 82 to 46. Memphis reports violent crime down more than 40% and homicides down 53%. Nobody serious disputes those numbers.

What is disputed is the attribution, and the disagreement is not partisan noise, it is a real identification problem. Crime was already falling steeply in both cities before the deployments. The Niskanen Center, which credits the deployment with an additional effect, puts that marginal effect at about 24% and finds it concentrated almost entirely in opportunistic property crime rather than homicide.57 Analysis from the Center for American Progress finds no measurable effect on violent crime, homicides or gun victimizations across Los Angeles, Washington, Memphis and New Orleans.58 Washington's own figures show a 3% rise in overall violent crime alongside the homicide drop, driven by a 40% increase in assaults with a dangerous weapon.60 The honest reading is that the property-crime effect is probably real and the violent-crime effect is unproven.

Three things make it a poor fit here specifically.

Cincinnati is not in the same situation. The city recorded 69 homicides in 2025 and 29 through September 4, 2026, a decline of roughly 39% year over year. That is the same trajectory Washington achieved, in the same period, with no deployment. Cincinnati is already getting the outcome the Guard is credited with producing elsewhere.

Guard troops cannot do the thing that is actually broken. They do not investigate, they do not clear cases, and under posse comitatus constraints they generally do not arrest. The binding failure around UC is that eight of fifteen incidents have no charged suspect and robbery clears at 27.8%. A soldier at a fixed post does not move that number. It is worth noting that in Memphis the Guard arrived bundled with a federal law enforcement task force that has made more than 4,100 arrests, and it was the marshals and investigators making those arrests, not the Guard.61 The transferable lesson from Memphis is an investigative surge, which is point six.

The cost comparison is brutal. The Washington deployment ran about $185M; Memphis will reach roughly $319M by the end of 2026.5961 Cincinnati cannot fill 147 already-funded police vacancies. A fraction of either figure would close that gap permanently, with people who can testify, investigate and clear cases, rather than temporarily with people who cannot. If the goal is visible presence at hot spots, that is worth buying, and points one, two and five buy it far more cheaply.

A note on scope

The same judgment applies to several other threads this brief touches: bail policy, marijuana law, the Collaborative Agreement, broken-windows theory, studentification, endowment structure. Each is discussed where it bears on an argument, and none is a finding of this analysis. The strongest work here is the geospatial analysis of a small number of blocks. Everything else is context around it, and should be read that way.


Provenance

A note on where this came from

I am the parent of a first-year student at the University of Cincinnati. I live in Washington, DC, and before my son chose UC I had never set foot in Ohio.

That combination is why this brief is organized the way it is.

Washington has a reputation, and parents sending children to school here know it. They read the city's homicide count and they get frightened. What they generally do not see is where those homicides happen. The District's violence is heavily concentrated east of the Anacostia River: Wards 7 and 8 have accounted for roughly 42% of the city's violent crime5455, several miles and a river away from Georgetown, GWU and American. Ward 2, which contains two of those campuses, records plenty of crime, but it is overwhelmingly property crime.

That is not a perfect account and I would not defend it to the decimal. Foggy Bottom has robberies. Georgetown has break-ins. Nowhere in a city is a sealed room. But the general shape holds, and it is the shape that matters to a parent: in Washington, the frightening number and the campus are in different parts of the city.

Then I spent time in Cincinnati, and the shape was different. The violence here is not several miles away across a river. It is across the street. The three worst blocks in this document are a five-minute walk from a residence hall, and on the afternoon we moved him in I could see the difference from the pavement without needing any of the data that follows.

I did not want to rest that on one comparison, so finding five checks UC against four Washington campuses and against Xavier, which is in Cincinnati, 2.5 miles east, and reported by the same police department into the same public file. Howard is in there because benchmarking against Georgetown and American alone would have been a flattering selection rather than a test. Xavier is in there because it removes the last excuse: whatever explains UC's numbers has to explain why it stops two and a half miles away.

That is what the Green, Yellow and Red zones in this brief are trying to make visible. The distinction is not between a safe city and a dangerous one. It is between violence that is somewhere else in town and violence that begins where the campus ends. Cincinnati is the second kind, and I do not think the response so far has reckoned with that. Finding five puts a number on the intuition: I was not wrong about Washington, and the gap is wider than I would have guessed.

I should say what I do, because it explains how this document came to exist. I co-founded iGotta, a consumer recommendation app built on the idea that what people you actually trust recommend beats anything a rating system will tell you. Building it means I spend most of my working life inside exactly this kind of material: large, messy, public datasets that will tell you something true if you are willing to clean them first. So when the reporting out of Cincinnati did not match the shape of what I understood about how city violence is distributed, I did not argue with it from an armchair. I went and got the files.

What I am not is a criminologist, a police officer, or anyone trained in public administration. I have no professional standing to tell Cincinnati how to run its police department, and I have tried hard not to write as though I do. What I do for a living is digital transformation: taking organizations that are drowning in data they do not use, and turning it into decisions they can act on. That is the whole of the expertise I am claiming, and my work is at dennisruggeri.com if it matters to you.

That limitation shaped the document. Where a claim is arithmetic, I did the arithmetic and showed it. Where a claim is criminology, I have sourced it to people who study this for a living rather than reasoning it out myself, and where their research disagrees with itself I have said so instead of picking the side I preferred. The nineteen recommendations are assembled from interventions that have been tested by others, not invented by me. Anyone with actual expertise who reads this and finds I have misunderstood their field should tell me, and I will correct it.

I have no institutional standing in Cincinnati. No contract with the city, none with the university, and nothing to sell either of them. Everything here was computed from records the City of Cincinnati and the District of Columbia publish to anyone who asks for them, and the method is described precisely enough in the next section that a skeptical reader can reproduce it and check my arithmetic. Any parent could. I would rather they did.

One thing I want to be plain about, because it would be easy to overstate what this is. I did this from a desk in Washington. I have been to Cincinnati twice, once for the official visit and once to move my son in, and my wife made a third trip for his orientation. The numbers come from official records and I stand behind them, but everything around the numbers, where the barricades actually sit, which storefront is which, how a block feels at one in the morning, came from reading rather than from standing there. The section on method sets out exactly which claims are which, and I would take a correction from anyone who lives on those streets over my own reading of a map.

What I actually concluded

This is not where I expected to end up when I started, and the part that surprised me is worth stating first.

The campus itself is safe, and I am glad to say so plainly. UC's own ground, the green zone in this brief, recorded 47 violent offenses across 27 months, serving a student body in the tens of thousands, and the overwhelming majority of what happens there is theft. Xavier's core is quieter still and Georgetown's is quieter than either, but measured as a large urban university, UC's campus is not a dangerous place. When UC Police say campus is safe, the records back them up. I would not have predicted writing that sentence three weeks ago, and I am glad the data made me write it.

But the campus is more than the campus. My son lives in the green zone. He sleeps in the safest ground in this entire analysis. And then on a Friday night he walks out of it, because that is where the food and the bars and his friends are, and everything this brief is about happens in the half mile he walks into. It is not a long walk. The innermost band has a radius of three tenths of a mile, so from anywhere inside it the edge is a few minutes away. The quiet zone is not a place you stay in. It is a place you cross out of on the way to everything. Moving from the Core band into the Ring, violent crime concentration rises from 83.3 offenses per square mile to 149.6, an increase of about 80%, and stays near that level out to a mile and a half. In the finer quarter-mile bands the step is sharper still, 71.5 per square mile in the 0 to 0.25 band against 179.4 in the 0.25 to 0.50 band. Both describe the same thing at different resolutions. That 0.30-mile line is my analytical boundary, not UC's property line; running this against the university's actual parcel footprint would be a better test and I have not done it. Twelve of the fifteen violent incidents in this year's semester window happened outside the green zone, and the worst single hour of the day is midnight.

That is why "campus is safe" can be completely true and still miss the point. A residence hall is not where the risk is. The risk is in the hours between leaving it and coming back, and nothing done inside the green zone reaches into those hours. Upperclassmen carry more of it because they live out there as well. But even the most protected student at this university, a freshman living in the innermost band, crosses into the yellow zone to reach the bars, restaurants and late-night food that sit along Short Vine, Calhoun and McMillan. That is where those businesses are, which is a matter of geography rather than of student choice. That is not a thing students can be advised out of, and telling them to be aware of their surroundings is not a plan.

None of which means students live in danger, and it would be dishonest to imply it. Most of a residential student's life happens on campus, on ground these records show to be safe, and any parent reading this should hold onto that, because it is the part the headlines never carry.

I want to be careful with that sentence, though. I have no data on how students actually divide their time, and no dataset I used contains it. My impression is that my own son is on campus for the large majority of his week, but that is one parent's impression of one student, not a measurement, and I am not going to convert it into a percentage to make a point. It is an assumption about how college works. I am flagging it as one rather than dressing it up.

The concentration argument does not need it. That part is measured. 42.2% of the violence in these zones falls between 10pm and 4am, a window that is a quarter of the day, and it lands on a handful of identifiable block faces. The danger is not spread evenly across the clock or across the map. Whether it varies by day of week is precisely what finding two could not establish. Where and when it happens is the most useful fact in this brief, and both halves of it come from the records rather than from me.

It is also what makes the plan affordable. Nothing here proposes making a mile and a half of Cincinnati safe around the clock, which no city could pay for. The recommendations are gated to the window where 42.2% of the violence actually falls, 10pm to 4am, and aimed at the specific blocks the records name. That is a target small enough for a police department with 147 unfilled vacancies to realistically hit, which is exactly why the plan is built the way it is.

That is the entire argument, and I do not believe it is a close call. The university measures the ground it owns. The city measures the ground it polices. Neither institution publicly reports a measure of the combined geography students routinely move through, which is both at once. That gap contains most of this year's fifteen incidents and much of the standing late-night hotspot pattern. It is not a failure of anyone's good intentions. It is a boundary drawn in the wrong place, and boundaries can be redrawn.

So I am not asking either institution to accept blame for what happened in August. I am asking them to draw the line where the students are rather than where the deed says, to publish what they find there, and to act on the blocks the numbers name rather than the corners that make the news. That is what the nineteen points are for, and none of them require anyone to admit fault first.

My name is on this because I think it should be. If the analysis is wrong, someone should be able to find me and say so.

Two City of Cincinnati open-data exports. The Police Data Initiative incident file covers October 2010 to early June 2024, 538,744 rows resolving to 413,624 distinct incidents. The STARS category file covers June 3, 2024 to September 4, 2026, 57,647 rows and 55,074 incidents. The Washington comparison uses 10,644 distinct DC Metropolitan Police incident records pulled by spatial query from the District open data service, within 1.5 miles of Georgetown, George Washington, American or Howard. Recent news reporting is cited below and used only for the response timeline, never for counts.

These units are not additive into a single incident count. The PDI file repeats a row per victim and per weapon; the shootings file is victim-level by design; the two Cincinnati STARS files overlap in neither period nor vocabulary with PDI. The header therefore reports source rows only, and every figure elsewhere in this brief states which file and which unit it came from.

Geography

The zone map is drawn from OpenStreetMap street geometry, projected locally, with incidents plotted at the block-face coordinates the city publishes. Zones are haversine distance to the nearer of two centers, the Uptown campus at 39.1320, −84.5160 and the medical campus at 39.1390, −84.5030, because a single radius either omits the medical campus or swallows half of Avondale. Core is within 0.30 miles, Ring is 0.30 to 0.70, Outskirts is 0.70 to 1.50. The centers are 0.848 miles apart, so each band is a union of two circles: the Core pair is disjoint, separated by 0.248 miles, while the Ring and Outskirts pairs overlap by 0.55 and 2.15 miles respectively. Band areas are computed numerically over that union rather than from the circle formula, which is why they are not simple multiples of pi r squared.

Desk research, not fieldwork

I have not walked these blocks with a notebook. Every figure here was computed from official municipal records; everything else was assembled from published reporting, at a distance of five hundred miles. Those are two different grades of evidence and it matters which claims rest on which.

Computed from official records, checkable line by line. The zone counts, the hour and weekday distributions, the block-face hotspot rankings, the clearance rates, the fifteen-incident list, the long-run trend and the Washington comparison. These come from files the City of Cincinnati and the District of Columbia publish. If they are wrong, they are wrong in the source data or in my arithmetic, and either can be checked by anyone who cares to.

Taken from news reporting, and possibly imprecise. The exact extent and schedule of the street closure, the sequence and locations of the recent shootings, the temporary lighting at University Square, the shuttle's hours and route, and the account of the August fight. Press descriptions of geography are frequently approximate, and the closure may well have been adjusted since September 4. The schematic map is drawn from that reporting and from street layout, not surveyed, and the barricades may not sit exactly where I have placed them. If they do not, the hotspot ranking is unaffected, because that comes from the incident records. What would change is my characterization of what the closure currently covers, which is the basis for points one and two.

Inferred, and worth an afternoon on the ground. Which frontages are commercial and which residential, which hotspot blocks hold liquor premises, current lighting and camera coverage, the condition of the housing stock behind the repair recommendation, and the attribution of the dismissal-window pattern to any particular school. The incident data carries no land-use, licensing or school field. I read those from addresses and from general knowledge of the area, and any of them could be wrong in the particulars.

None of this moves the findings, because the findings sit in the first category. It does mean the operational detail, which block to light first, which permit to contest, which alley to close, should be checked against the street before anyone acts on it. People who live there know things this data cannot see. I would rather be corrected on the particulars than be right in the abstract.

Statistical tests run

This brief has been through three rounds of adversarial review by an outside reader, and the tests above were added in response. Three conclusions did not survive them and have been withdrawn: that the 2026 increase was statistically established, that the weekday distribution had changed, and that violence steps up at a campus threshold rather than concentrating in a band. Each is described in place rather than quietly removed, because a reader deserves to see which claims failed and why.

The standard applied to claims

Every number in this brief is either computed from a named public file or attributed to a cited source. Where something is an assumption rather than a measurement, it is labeled as one in the text rather than given a plausible-sounding figure. There is one estimate I was tempted to include and removed: how much of their time students actually spend on campus. I have an impression, I have no data, and no dataset used here contains it. Nothing in the argument depends on it, so it is stated as an assumption and left unquantified.

If you find a sentence in this document that asserts a quantity without a source or a computation behind it, that is an error and I would like to know about it.
